What is Contract Labour License?

The Contract Labour (Regulation & Abolition) Act, 1970 was enacted to prevent the exploitation of contract labour and to provide them with better working conditions. Any establishment that employs 20 or more contract labourers (this limit varies by state) must register as a Principal Employer.

Similarly, any contractor who supplies 20 or more labourers to an establishment must obtain a Labour Contractor License. Failure to comply can lead to imprisonment, heavy fines, or both.

Mandatory Registrations

Principal Employer Registration

Obtained by the company/factory owner. It is a one-time registration (unless the number of workers increases).

In many states and specific industries (like construction or food processing), periodic health check-ups and safety training are mandatory components of the license compliance.
2. Can a contractor use the same license for multiple companies?
No. A Labour Contractor license is usually "Establishment Specific." If the contractor supplies workers to Company A and Company B, they need two separate licenses.
3. What is Form V?
